Programs that issue permits which provide written authorization for individuals to purchase rifles, automatic revolvers, shotguns and other portable firearms. Included are programs that license the use of firearms for hunting and other recreational purposes as well as for personal protection.

Programs, often offered by local gun and rifle clubs, that provide opportunities for people to learn, become competitive in and enjoy shooting. The programs are generally open to people of all ability levels; have divisions for juveniles as well as adults; provide practice and training sessions; offer firearm safety education; and may sponsor or make arrangements for members to participate in local competitions in which marksmen and women use pistols, rifles and/or shotguns to fire at stationary or moving targets from either a standing or prone position.
